The list of main hazardous substances and articles forbidden (allowed under condition of compliance with the requirements necessary) for shipping on board aircraft by the crew members and passengers and in the registered luggage and things carried by passengers.

A detailed list of hazardous substances and articles forbidden for shipping on board aircraft by the crew members and passengers can be found in the Technical Instructions on safe shipment by air of hazardous cargoes (Doc 9284 AN/905 ICAO).

  1. The following hazardous substances and articles are forbidden for shipping on board aircraft by the crew members and passengers and in the registered luggage and things carried by passengers:
    1. explosives, demolition equipment and articles filled with them:
      • various gun powders in any packing and amount;
      • service cartridges (including small caliber);
      • cartridges for gas spray guns;
      • hunting percussion caps (blasting caps);
      • pyrotechnical devices: signal and illuminating rockets, signal cartridges, landing pots, smoke cartridges (pots), demolitionist matches, Bengal lights, detonating cartridge;
      • TNT, dynamite, toluene, ammonal and other explosives;
      • detonator-percussion caps, electric detonators, electric spark igniters, detonating and igniting fuses, etc.;
    2. compressed and liquefied gases:
      • household gases (butane-propane) and other gases;
      • gas cartridges filled with neuroparalytic and tear agents, etc.;
    3. flammable liquids:
      • acetone;
      • gasoline;
      • samples of highly inflammable oil products;
      • methanol;
      • methyl acetate;
      • carbon bisulphide;
      • ethers;
      • ethyl cellosolve;
    4. flammable solids;
      • substances prone to spontaneous combustion;
      • substances emitting highly inflammable gases when contacting with water:
        • potassium, sodium, calcium metal and their alloys, calcium phosphorous, etc.;
        • phosphorus white, yellow and red, and all other substances classified as flammable solids;
    5. oxidizing agents and organic peroxides:
      • colloidal nitrocellulose in granules or flakes, dry or wet, containing with water or solvent content less than 25%;
      • nitrocellulose colloid, in pieces, wet, containing less than 25% of alcohol;
      • nitrocellulose, dry or wet containing less than 30% of solvent or 20% of water, etc.;
    6. toxic substances;
    7. radioactive materials;
    8. caustic and corrosive substances:
      • strong inorganic acids: hydrochloric, sulfuric, nitric and other acids;
      • hydrofluoric (fluoric) acid and other strong acids and corrosive substances;
    9. poisonous and poisonous substances:
      • any toxic strong and poisonous substances in liquid or solid state, packed in any container;
      • brucine;
      • nicotine;
      • strychnine;
      • tetrahydrofurfuryl alcohol;
      • antifreeze;
      • brake fluid;
      • ethylene glycol;
      • mercury except for mercury contained in a medical thermometer, mercury tonometer in a standard case, mercury barometer or mercury gauge, packaged in an airtight container and sealed by the sender;
      • all salts of hydrocyanic acid and cyanide preparations;
      • cyclone, cyanide, arsenic anhydride, etc.;
      • other dangerous substances, articles and goods that can be used as an instrument of attack on passengers, the aircraft crew, and creating a hazard to an aircraft;
    10. weapons:
      • pistols, revolvers, rifles, carbines and other firearms, gas, pneumatic weapons, electric shock devices, daggers, stilettos, paratroop spade bayonets, except in the cases and in the manner prescribed by the legislation of the Russian Federation.

  2. The following articles and substances are allowed carry on board aircraft by crew members and passengers under condition of complying with the required conditions:
    1. in the registered baggage in cargo, luggage compartments of an aircraft with isolated access of passengers to luggage during the flight:
      • crossbows, spearguns, swords, sabers, cutters, yataghans, broadswords, swords, rapiers, bayonets, daggers, knives: hunting knives, knives with ejecting blades, knives with locks, imitators of any kind of weapons;
      • household knives (scissors) with blade length (edges) over 60 mm;
      • alcoholic beverages with a content of more than 24% but not more than 70% of alcohol by volume in containers with a capacity of not more than 5 liters, in containers intended for retail sale - not more than 5 liters per passenger;
      • liquids and alcoholic beverages with an alcohol content not exceeding 24%;
      • aerosols intended for use in sports or domestic purposes, whose discharge valves are protected by caps from spontaneous release of contents, in containers with a capacity of not more than 0.5 kg or 500 ml - not more than 2 kg or 2 liters per passenger;
    2. in things that are carried by passengers into the cabin:
      • mercury-free medical thermometer;
      • a mercury tonometer in a standard case - one per passenger;
      • barometer or mercury manometer, packed in a tight container and sealed with the sealing of a sender;
      • non-refillable lighters - one per passenger;
      • dry ice for cooling perishable products – no more than 2 kg per passenger;
      • 3% hydrogen peroxide - not more than 100 ml per passenger;
      • liquids, gels and aerosols classified as non-hazardous:
        • in containers with a capacity of not more than 100 ml (or equivalent capacity in other volume units) packed in a securely closed transparent plastic bag with volume of no more than 1 liter - one package per passenger.

Liquids in containers with a volume exceeding 100 ml are not accepted for shipping, even if the container is only partially filled.

Medicines, special diet, baby food, including mother's milk, in the amount necessary for the flight are exempt from these transportation rules.

Liquids purchased at duty-free shops at the airport or on board aircraft must be packed in a sealed plastic bag ensuring the identification of access to the contents of the package during the flight, which has reliable evidence that this purchase was made at the airport duty-free shops or on board aircraft on the day (s) of the trip.

The administration of the airport, the airline, the operator has the right to make a decision as to introduction of additional measures to ensure transport and aviation security on flights with increased danger level, thereby prohibiting the carriage of the following items into the aircraft cabin:

  • corkscrews;
  • needles for hypodermic injections (unless a medical justification is provided);
  • knitting needles;
  • scissors with edge length of less than 60 mm;
  • travel folding (without a holder) knives, penknives with a blade length of less than 60 mm.
